Keiichi Morisato is a fairly average college studen attending the Nekomi Institute of Technology. He stays in the men's dorm and is left to take messages for the other members of the dormitory. As he waits for his friends to return, he gets hungry and orders for food to be delivered to his place. However, the number he dials is not the number of a Chinese take-out restaurant. He ends up dialing the number to the Goddess help line and help is being sent to him immediately. Through a mirror on the wall pops a young woman dressed in flowing robes. Keiichi is startled and scared, but curious at the same time. Believing it to be a prank put on by Tamiya and Otaki, he goes along with her claims to be a goddess. However, as she continues her tales, he begins to believe her, and being down on his luck, makes an incredible wish. For her to be with him forever.

Keiichi's wish is granted and the goddess Belldandy is to stay by his side forever. However, women aren't allowed in the dorms and Tamiya enforces this strictly. Keiichi is kicked out and the pair is forced to find a place of their own. This is the work of the Ultimate Force, which will keep Belldandy and Keiichi together at all costs. Eventually, the two find an old temple and Belldandy repairs it.

However, Keiichi's possession of a house leads to other things. His sister Megumi moves in for a short while and eventually both of Belldandy's sisters make their way down from the heaven. Urd who makes it her quest to get Belldandy and Keiichi closer together and Skuld who wants nothing more than to be with her sister. Add in the hectic antics of the NIT Motor Cycle Club led by Tamiya and Otaki and it's a regular riot at the Morisato residence. The pair is also under constant pressure from Sayoko who

wants Keiichi for herself and Aoshima who wants Belldandy for himself. Then there's the demon Mara who wants to make Urd's life a living hell. Finally, there's Peorth another first class goddess from a different office. Keiichi (again) dials the wrong number and Peorth arrives at his residence. Keiichi refuses to take a wish from Peorth and she takes it quite personally creating a grudge against Belldandy. She also wants to be closer to Keiichi.

But the love that has formed between Belldandy and Keiichi will remain strong forever. Not even the touch of an old flame, another Goddess, a meddling younger sister, threats from other students or even the decree of God himself have been able to tear the two apart. It was a promise made even years before they met at NIT, and it will always be a promise kept.
